Things You’ll Need
30 by 20 inches tissue paper (red, white, and blue colors)
Wooden dowel
Mylar paper
Fringe cutter
Card stock
Double-sided tape
Scissors

How to Make
- Take a sheet of tissue paper of any of the colors and fold it vertically into thirds. Cut one edge of the folded sheet with scissors, which will produce three stacked strips. Now, you can fringe them by using the fringe cutter.
- Repeat the same process with two more sheets of tissue paper of the two remaining colors.
- Cut a strip of Mylar paper in a way so that it matches the segments of the fringed tissue paper sheets. Fringe with the fringe cutter.
- Your next step is to layer the fringed segments together. Roll up an end of the wooden dowel while applying tape repeatedly along un-fringed edge of tissue paper at the same time.
- Now, cut a cone out of the card stock with scissors. Wrap the cone around the lower side of the pom pom. Apply tape to keep it secure to the base.
- Your pom pom is ready! Repeat the same process to make more.
